Cryptor description
Win32/Cryptor is a typical trojan downloader. It infects computers automatically when malicious websites are visited. It is also distributed via spam emails. It may spread via peer-to-peer programs as well.

If by “this program” you mean the removal tool, then the malware is blocking it. Boot your PC in a safe mode and you should be able to use the anti-spyware.

I found this virus on my computer and was not able to run any programs. I was able to run malwarebytes however by renaming it as “winlogon.exe” then right click, run as, and unchecking “protect my computer…” after running malwarebytes, i was able to run otherp programs including the removal tool. hope this helps
