I have the same issue. When I boot in safe mode, it still pops up before my desktop is even able to load onto the screen. I can boot up with the cmd window, but I have no idea what to do from there…

@Pamela, at the command prompt you can try deleting the files.
For example to delete the file “iqmanager.exe” use the following command.
C:\>del %UserProfile%\Application Data\IQManager\iqmanager.exe
You would repeat this for all the entires in this article (and under the IQManager) directory.
You could also try removing the entire directory at once with the following command.
C:\>rmdir %UserProfile%\Application Data\IQManager /s /q
Once you have the files removed, reboot and see if you have better luck entering safe mode. If you can enter safe mode proceed with the remaining instructions on this page (like cleaning up the registry).
Hope this helps.

For anyone who is stuck at the screen with no start menu
1. press ctrl+shift+esc at the same time, (this will start task manager)
2. in task manager, click on file then new task (run)
3. type in explorer and click OK, This will start windows explorer and the desktop will start.
*also the system I fixed with this had a diferent name, (apmanager and armanager) be sure to look for similar named files and also in the program files folder look for other folders reated at the same time.

When I manually delete the files from the cmd prompt in safe mode I get messages saying the directory is not found, and the file is not found. Therefore I can not delete this.
Can I run the “Copyright Violation: copyrighted content detected removal tool” from a usb drive through the cmd prompt?
Any suggestions would be great!
Also, ctrl+shift+esc was not working for me

Yes, it is a computer infection. Use the manual removal guide given above the comments. Since you can’t access the internet on the compromised PC, I recommend printing the removal guidelines using some other computer.
